One thought I had about this implementation is that it doesn't seem
consistent. None of the other sending commands require an identity. Does
this code work mh-identity-default and mh-identify-list are nil? Does
the code work if you use emacs -Q?
I haven't thought at all about the implementation, so I appreciate your
digging in. I wonder if we have to do something like what Mike did.
