The MH-E Developers Guide Git update

I've pushed version 2.1 of the The MH-E Developers Guide to
http://mh-e.sourceforge.net/doc/devguide.html. Here are the commit
messages going into it.

On to the 8.6 release! If I have to tweak the Developers Guide, I was
thinking of keeping the EDITION the same since it's conceptually the
same.

Ongoing Bazaar to Git conversion.

* htdocs/doc/devguide.texi: Remove mh-e and trunk branch names from
paths, as they are no longer used in Git.
(Coding Conventions): Add CONTRIBUTE file to required reading.
(Emacs Git Repository): Replace shared repository verbiage with clone.
Add missing emacs-devel make target name in example. Make mh-e branch
optional throughout.
(ChangeLogs): Emacs no longer requires a ChangeLog. Describe how
ChangeLogs are now used. Update bug citations to be consistent with
Emacs convention.
(Committing Release Files): Rename Updating ChangeLog section to
Committing Release Files and phrase entries in terms of commit
messages rather than ChangeLog entries.
(Merging mh-e Branch): Switch trunk to master throughout.
(Tagging Releases): Remove obsolete verbiage about bound branches.
